The French Parliamentary Ongoing Crisis: The Beginning of a Fresh Governmental Era
In October 2022, as Rishi Sunak took over as the UK's leader, he became the fifth consecutive UK leader to occupy the position in six years.
Unleashed on the UK by Britain's EU exit, this represented exceptional governmental instability. So how might we describe what is occurring in the French Republic, now on its sixth premier in two years – three of them in the past 10 months?
The current premier, the recently reappointed Sébastien Lecornu, may have secured a temporary reprieve on that day, sacrificing Emmanuel Macron’s key pension reform in return for support from Socialist lawmakers as the price for his administration's continuation.
But it is, at best, a short-term solution. The EU’s second-largest economy is locked in a political permacrisis, the scale of which it has not witnessed for many years – possibly not since the establishment of its Fifth French Republic in 1958 – and from which there seems no easy escape.
Minority Rule
Key background: ever since Macron initiated an risky early parliamentary vote in 2024, the nation has had a hung parliament split into three opposing factions – left, far right and his own centre-right alliance – none with anything close to a majority.
Simultaneously, the nation faces twin financial emergencies: its national debt level and budget shortfall are now nearly double the EU limit, and strict legal timelines to approve a 2026 budget that at least begins to rein in spending are approaching.
In this challenging environment, both Lecornu’s immediate predecessors – Michel Barnier, who served from September to December 2024, and François Bayrou, who held the position from December 2024 to September 2025 – were removed by parliament.
In September, the president appointed his trusted associate Lecornu as his new prime minister. But when, just over a fortnight later, Lecornu presented his government team – which turned out to be much the same as the old one – he encountered anger from allies and opponents alike.
So much so that the next day, he stepped down. After only 27 days as premier, Lecornu became the shortest-lived premier in recent French history. In a respectful address, he cited political rigidity, saying “party loyalties” and “personal ambitions” would make his job all but impossible.
A further unexpected development: shortly after Lecornu’s resignation, Macron asked him to stay on for two more days in a final attempt to secure multi-party support – a task, to put it mildly, filled with challenges.
Next, two of Macron’s former PMs openly criticized the struggling leader. Meanwhile, the far-right National Rally (RN) and leftist LFI declined to engage with Lecornu, vowing to reject all future administrations unless there were snap elections.
Lecornu persisted in his duties, talking to everyone who was prepared to hear him out. At the conclusion of his extension, he went on TV to say he believed “a path still existed” to prevent a vote. The president’s office confirmed the president would appoint a new prime minister 48 hours later.
Macron honored his word – and on Friday appointed … Sébastien Lecornu, again. So recently – with Macron helpfully sniping from the sidelines that the country’s rival political parties were “creating discord” and “entirely to blame for the turmoil” – was Lecornu’s moment of truth. Would he endure – and can he pass that vital budget?
In a high-stakes speech, the 39-year-old PM outlined his financial plans, giving the centre-left Socialist party (PS), who detest Macron’s controversial pension changes, what they were waiting for: Macron’s key policy would be suspended until 2027.
With the right-wing LR already on board, the Socialists said they would not back no-confidence motions tabled against Lecornu by the far right and radical left – meaning the administration would likely endure those ballots, due on Thursday.
It is, however, far from guaranteed to be able to pass its planned €30bn budget squeeze: the PS clearly stated that it would be demanding further compromises. “This,” said its leader, Olivier Faure, “is just the start.”
Changing Political Culture
The issue is, the more Lecornu cedes to the centre-left, the more he will meet resistance from the centre-right. And, like the PS, the right-leaning parties are themselves split on dealing with the administration – certain members remain eager to bring it down.
A look at the seat numbers shows how tough Lecornu’s task – and longer-term survival – will be. A total of 264 deputies from the RN, LFI, Greens, Communists and UDR seek his removal.
To succeed, they need a majority of 288 votes in parliament – so if they can convince only 24 of the PS’s 69 members or the LR’s 47 (or both) to vote with them, Macron’s fifth unstable premier in 24 months is, like his predecessors, toast.
Most expect this to occur soon. Even if, by some miracle, the dysfunctional assembly musters collective will to pass a budget by year-end, the prospects for the government beyond that look grim.
So does an exit exist? Snap elections would be doubtful to resolve the issue: surveys indicate pretty much every party bar the RN would lose seats, but there would still be no clear majority. A fresh premier would confront identical numerical challenges.
Another possibility might be for Macron himself to resign. After a presidential vote, his successor would dissolve parliament and hope to secure a parliamentary majority in the ensuing legislative vote. But this also remains unclear.
Polls suggest the next occupant of the Elysée Palace will be Le Pen or Bardella. There is at least an odds-on chance that French electorate, having chosen a far-right leader, might think twice about handing them control of parliament.
Ultimately, France may not escape its predicament until its leaders acknowledge the changed landscape, which is that decisive majorities are a bygone phenomenon, winner-takes-all no longer applies, and negotiation doesn't mean defeat.
Many think that transformation will not be feasible under the country’s current constitution. “This is no conventional parliamentary crisis, but a crise de régime” that will endure indefinitely.
“The system wasn't built to encourage – and actively discourages – the emergence of governing coalitions common in the rest of Europe. The Fifth Republic could be in its final stage.”
