Obstacles Remain for Aid Distribution in Gaza City In Spite Of Temporary Peace
Although the Rafah crossing from Egypt becomes operational this week, aid groups confront significant challenges delivering aid to Gaza City, the territory most severely affected by hunger, according to experts.
Access Issues
Primary highways are practically unusable due to massive destruction across the devastated territory – or are still controlled by military units. Any truck that breaks down is almost certainly quickly plundered.
The primary crossing, the primary access route to the northern region, devastated by multiple years of war, has been shut down for multiple weeks, and authorities have told aid groups in Gaza that there are no immediate plans to open the border point, according to relief personnel.
Destruction in Northern Territories
The main city was the objective of a significant armed campaign begun in August that was still under way when the temporary truce was agreed upon a week ago.
Devastation in the northern region has been widespread, with complete communities including Beit Lahiya and neighboring towns in devastated as well as many of the outlying areas of the urban center.
"Any activation of a access route into Gaza is welcome, but we need to make sure we can help civilians where they are," commented a policy expert from an international NGO.
Aid Circumstances
Witnesses said many of the estimated 300,000 people who have gone back to the north from the overcrowded coastal zone where they had been staying during the Israeli offensive were now "camping" among the debris of their homes, often without any shelter and with limited supplies or resources.
An official from a humanitarian body said the devastation in Gaza City was "devastating".
"There is block after block, structure after structure ... there is massive desperation for water. Conditions are severe. We must have all the crossings operational," the official, who was in the northern city earlier this week, stated.
Limited Access
A local director based in the urban center said the necessities in what used to be the region's thriving business and community focal point were "enormous".
"There is hope and optimism but there needs to be quick improvement on the border points. There has been no any significant change on the ground yet," the official stated.
"There remains a small quantity of support [and] we are just beginning to grasp the level of destruction. Multiple thoroughfares are just full of ruins ... there is scarcely a building that is undamaged. There is damage and live explosives everywhere."
Recent Developments
On Saturday, relief groups said modest volumes of vital cooking gas entered Gaza for the first instance in many weeks, along with shipments of flour, grains and produce. The recent deliveries sent prices in markets falling.
In the central town, a civilian said there had been noticeable change since the ceasefire.
"Commercial areas are stocked with food, fresh goods, and fruits, although the rates are remaining elevated and not affordable for the entire population," the person commented.
Winter Requirements
"The crucial necessities now, specifically due to the arrival of winter, are to have a temporary housing to keep us safe from the cold weather and cold-weather clothing because the markets do not have sufficient clothing for us or, if they are available, they are extremely limited and very expensive."
Multiple organization-assisted food preparation facilities in various locations have resumed functioning since the peace agreement.
Support Distribution
Transport were announced to have entered the Kerem Shalom crossing via the eastern border to Gaza during the week, though precise counts were uncertain.
Israel's media outlet reported that the day's aid deliveries would include nutritional supplies, medical supplies, petroleum products, fuel for cooking and tools to restore essential services.
"Relief supplies keeps coming into the Gaza territory through the Kerem Shalom crossing and alternative access points after Israeli security inspection," an Israeli security official said.
Distribution Complications
But tracking the number of trucks could be misleading, cautioned a professional from a relief agency. "We must determine the contents of the transports and their capacity levels for it to be a genuinely useful indicator," the expert added.
Business entities are sending groups of transports containing chocolate, soft drinks and snacks, which have minimal health benefits, while critical care for minors or people who have been without sufficient nutrition for multiple years are unavailable.
Treatment Situation
In Gaza City, only few nutritional outpatient clinics are operating, compared with numerous in summer.
Many agencies have millions of dollars of humanitarian goods warehoused around Gaza waiting to go in. A UN agency assisting Palestinians across the area for many years has multiple months of supplies of nutrition for all residents in place to be transported.
"We have the resources, the tools and the capabilities ... we only require the entry," said a humanitarian staff member, just returning from Gaza.
Political Factors
A diplomatic framework details that "complete" assistance should enter Gaza and be provided through international organizations and relief organizations, without disruption from any combatant organizations or national security.
This likely prohibits the disputed authority-approved aid group which started working in spring, causing chaotic scenes and multiple fatalities as crowds of aid-seekers gathered around its assistance centers.
